What is the best non shedding dog breed?

im a dog groomer. non shedding breeds are also known as hypoallergenic breeds. they include but are not limited to:

poodles, bichons, shihtzu's and pretty much any breed with long silky hair like yorkies, and maltese.

these breeds require more grooming then dogs with short hair because they have the potential to become severely matted if not maintained properly.

all dogs in some way shape or form will grow in, and shed out a winter coat. but that comes and goes with the cold season.

i find that beagles and especially pugs will shed a lot year round.
